Leeds Station Travel Plan

Context

Leeds City Rail Station is located in the City Centre. It has the highest number of passengers of any station outside central London, with over 900 trains and 90,000 passengers passing through the station every day. Approximately 18,000 people arrive at this station in the morning peak, and in total, rail journeys account for 15% of all morning peak travel into Leeds City Centre (Leeds City Council, 2007).

Need for a Travel Plan

Both Leeds City Council and Network Rail wanted to introduce a travel plan in recognition of the station as a hub of the city centre's transport network, and as an opportunity to spread the sustainable travel message, improve conditions for train users and increase the use of train as a means of travel.

Description of the process

Stakeholders involved in the project include Metro, First Group, Arriva, WhizzGo, ATOC, Northern, Cross Country Trains, National Express, British Transport Police, Ned Railways. Leeds City Council and Network Rail have jointly taken the lead on the process. The plan has been put together following extensive consultation and stakeholder meetings over the last year.

Action Plan highlights

The action plan highlights include benefits for all station users, arriving by all modes of travel including, cycling (cycle storage, carriage and hire), walking (improved pedestrian linkages and accesses, bus (real time information, shuttle buses) etc, and covers both staff and customers.

All will benefit from the improved information provision.

Key lessons learned

  • Unfortunately the DfT have not provided any funding for this project. We have been finding ways to influence the funding streams available.
  • The Leeds station surveys were comprehensively carried out at the station, using a postcode response method. The internet survey method did not work well for this busy station. Future surveys need to ensure they continue to gather the necessary data.
  • Re-structuring and re-organisation of key partners constrains efforts to maintain continuity.
  • With so many parties interested in the development of the station travel plan, it required careful management to organise people and funding sources.
  • All parties involved have benefited from finding out who each other is. This will help ensure further plans can involve all parties that need to be taken along with it.
  • The opportunity to add value to existing long term projects to benefit the station travel plan.
  • The importance of a focus on a quick short term gain, what is in our control and opportunities to enhance immediate information flows.
