Truro Station Travel Plan

Context

Truro is the busiest mainline station in Cornwall, with more than one million passengers each year, and is also the junction station for the Falmouth branch line. The station is operated by First Great Western and lies on the mainline between Plymouth and Penzance.

Truro Station has three platforms with access via footbridges at either end of the station, or via a level crossing. However, the existing layout of the station forecourt does not make access for pedestrians and cyclists a priority, as they have to contend with traffic movements from the car park, drop-off area and taxi ranks. The station lies on a relatively steep hill and signing to the town centre and other key attractors for both pedestrians and cyclists is currently limited.

Need for a Travel Plan

  • Pedestrian Facilities: The key pedestrians routes to and from Truro Station are generally of acceptable quality. However, signing of pedestrian routes is limited, and steep gradients near the station are likely to deter some people from travelling on foot. Improvements to pedestrian routes such as formal crossings near the station would make a real difference to the safety and accessibility of pedestrians.
  • Cycle Facilities: Some cycle routes and junctions would benefit from cycle lanes and advanced stop lines to improve safety, and direction signing for cyclists in the area around the station is limited.
  • Bus Facilities: Although Truro Station is served by the frequent Langarth Park 'Park & Ride' bus, services from other locations are generally infrequent. Although there are existing bus stops located near to the station, improvements could be introduced to include more shelters, seating and real-time information for passengers.
  • Rail Services: Mainline trains operate halfhourly in the morning peak and less frequently during the evening peak. Combined with infrequent bus services this is likely to deter many people from currently considering using the station as a bus/rail interchange. However, Truro is the junction station for the Falmouth branch line which is due to be upgraded (mid 2009) to enable a year round half hourly service which will present further opportunity for passengers.
  • Station Facilities: Improvements to the general appearance of Truro Station are required, and changes could be made to the existing provision for cyclists such as sheltered storage facilities and better signing. Information is required to encourage travel to the station by other means such as cycling and car sharing.
  • Parking Facilities: The main car park of Truro Station is generally under capacity, although many people choose to park on-street in nearby roads. The drop-off area and taxi rank at the front of the station would benefit from alterations to reduce conflict between pedestrians and vehicles.

Description of the process

The leading partners in developing the Travel Plan at Truro station are Cornwall County Council and First Great Western. The following steps were taken to develop plans:

  • Review of National, Regional and Local Policy: Policy documents were reviewed to ensure that the Truro Station Travel Plan embraces their objectives.
  • Review of Local Context and Trends: A review was undertaken of existing parking trends, modes of travel, and bus and rail services.
  • Analysis of Data and Information: Information such as parking survey data and customer surveys was used to establish the existing situation.
  • Plan Monitoring Process: Monitoring is crucial to measure progress against our targets.
  • Site Investigations: Audits of key pedestrian and cycle routes were undertaken and a detailed appraisal of facilities at Truro Station was completed.
  • Development of Aim and Objectives: An aim and several overarching objectives were developed, embracing the policy objectives and incorporating the findings of the data analysis and site investigations.
  • Devise Targets: 'SMART' (Specific, Measurable, Attainable, Realistic, Time-based) targets were developed by considering how best to achieve the broad objectives.
  • Set Up Action Plan: An Action Plan was devised with specific tasks, enabling us to work towards our goals.
  • Consideration of Engagement and Integration: Engagement with local authorities, transport operators and the general public will play an important part in the process of meeting our objectives.
  • Plan Monitoring Process: Monitoring is crucial to measure progress against our targets.

Action Plan highlights

  • Improve cycle routes to and from the station by improved cycle lanes, surfacing, signing and lighting.
  • Providing good quality cycle facilities (e.g. secure cycle stands, lockers and shower facilities) at the station will encourage more people to travel by pedal cycle.
  • Improve bus stop facilities at the station (e.g. bus stop position, shelters, seating and lighting)
  • Improve information for pedestrians, cyclists and bus user by providing route maps and timetables.
  • Advertising available bus services and incentives such as PlusBus, in addition to promoting walking and cycling
  • Incentives such as reduced parking costs and dedicated car share parking spaces close to the station entrance will encourage more people to car share.
