Welcome to the online resource of the Passenger Demand Forecasting Council.
This site is provided for Members of the Council and its Associate Members.
The Passenger Demand Forecasting Council (PDFC) brings together all of the train operating companies, Network Rail, Department for Transport, Transport Scotland, the Office of Rail Regulation, Transport for London, RSSB, HS1, HS2, Transport for the North, and Welsh Government. Its aims include the procurement of research into demand forecasting issues relevant to the rail industry and to maintain and develop the Passenger Demand Forecasting Handbook.
The Council offers consultancies and other organisations involved in the field the opportunity to become Associate Members, and so gain access to this valuable resource.
Passenger Demand Forecasting Handbook
The PDF Handbook summarises over twenty years of research on rail demand forecasting, providing guidance on aspects such as the effects of service quality, fares and external factors on rail demand. It is recognised within the industry as the key source of evidence in this area. The Handbook is provided to all Full and Associate members as a web-based version.

Who should attend?
The conference will benefit anyone with an interest on the impacts on demand and the opportunities to develop the rail market, including:
- Passenger Demand Forecasting Scheme members.
- TOC and Owning Group staff who rely on and/or produce demand forecasts at both the strategic and more detailed level.
- Other Industry stakeholders involved in demand forecasting, the development of related knowledge and guidance, or who rely on the output of demand forecasts.
- Consultants and Academics, including those working in rail demand forecasting, modelling, transport planning more broadly and those from other disciplines with potential cross interests.
Booking Your Place
Full and Associate Members of the Passenger Demand Forecasting Scheme are entitled to two places for the discounted price of £85 per delegate (excl. VAT). For non-members, and for additional places for members, the delegate fee is £110 (excl. VAT). The price includes refreshments and a buffet lunch.

The conference will be held at Arup’s offices at 8 Fitzroy Street, London, W1T 4BQ, located within walking distance from mainline railway stations at Euston, St Pancras and Kings Cross and easily accessible by Underground and bus.
